This is the replacement fuse for the blower assembly on a standard LG dryer. If your dryer will not run, or won't heat, its possible this fuse has gone bad. If testing with a multimeter, you should get some return near 0.00 on the ohm value. If you get no signal such as OL, then its blown and needs replaced. This fuse / thermostat could go bad if the blower housing, or vent system had too much lint causing the blower to not exhaust hot air properly.
